Engineering diploma from a country not covered by an agreement
Upon receiving your application, the Admissions Committee checks the contents
and ensures that all the required documents have been included.
The OIQ then informs you in writing of the status of your application, that is, whether your file is complete or whether you must provide additional documentation.
Diplomas earned outside Québec do not automatically entitle the holder to a permit from the Ordre des ingénieurs du Québec. In order to qualify, applicants holding such diplomas must have their diploma or training recognized as equivalent. The Admissions Committee (previously named the Examiners' Committee) is in charge of studying these applications and making the appropriate decision.
The process for analyzing the equivalence of a diploma or training is as follows:
12 credits in mathematics;
12 credits in natural science;
50 credits in engineering and engineering design (including at least 12 credits in each of these fields);
12 credits divided up over all of the following subjects: engineering economics, social impact of technology, oral and written communication, health and safety, ethics and professional conduct, and sustainable development.
Credits from the undergraduate engineering diploma are divided up in accordance with section 2 of the Regulation respecting the standards for equivalence of diplomas and training for the issue of a permit by the Ordre des ingénieurs du Québec. Applicants are granted diploma equivalence if their diploma has at least 108 credits, including a minimum of:
However, if the number of credits is lower than 108 and the minimal number required in each of the subjects, applicants will move on to the next step where they will try to have their training equivalence recognized. To do so, they will need to demonstrate that at the end of their engineering-related training program and/or work experience, they have acquired equivalent competencies to those acquired by a holder of a diploma that qualifies for a permit.
When your file is complete, please allow 8 to 10 weeks processing time to submit it to the Admissions Committee, which studies it in accordance with the standards set forth in the Règlement sur les normes d'équivalence de diplôme et de formation aux fins de la délivrance d'un permis de l'Ordre des ingénieurs du Québec (French only) and then makes one of the following decisions:
• recognize the equivalence of your diploma;
• recommend training activities;
• refuse to recognize the equivalence of your training for the reasons it provides.
If you have recommended training activities, you will obtain full training equivalence and your junior engineer’s permit if you successfully complete the recommended training activities.
