    Contract sharing scheme in Quebec City: two new decisions by the Disciplinary Council of the Ordre des ingénieurs du Québec

    • Montreal, September 7, 2017 – The Disciplinary Council of the Ordre des ingénieurs du Québec recently rendered decisions on guilt and sanction in the cases of Michel Auger and Pierre Moffet. Both men will be temporarily struck from the roll for participating in a contract sharing scheme aimed at circumventing Quebec City’s municipal competitive bidding process.
    • Michel Auger will be struck off the OIQ’s roll for a period of 14 months. The Disciplinary Council found him guilty of violating several sections of the Code of Ethics of Engineers for going along with a contract sharing scheme, between 2007 and 2010, while he was responsible for the infrastructures division of CIMA+ in Quebec City.       Pierre Moffet will be struck off the OIQ’s roll for a period of 12 months. The Disciplinary Council found him guilty of violating several sections of the Code of Ethics of Engineers for going along with a contract sharing scheme, between 2006 and 2010, while he was vice president of CIMA+ in Quebec City.       In these decisions, the Disciplinary Council also ordered the two respondents to pay all costs in connection with the disciplinary proceedings, including publication costs.

       

      The sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
